Kevin D. Sterling '" - 2 - J 15 September 2003
By 20 October 2003, The Wine Group shall submit a letter identifying and describing the registered
professional who has been retained to conduct the assessment.
By 20 December 2003, The Wine Group shall submit the above-described report.
If the Groundwater Degradation Evaluation Report confirms that The Wine Group has degraded the
groundwater, then The Wine Group will be required to evaluate its waste treatment and disposal system
for consistency with applicable plans and policies, particularly State Water Resources Control Board
Resolution No. 68-16, the"Antidegradation"policy. This policy, which is implemented on a
constituent-by-constituent basis, essentially requires that discharges that result in groundwater
degradation undergo best practicable treatment and control (BPTC) measures to assure (a) that a
condition of pollution or nuisance will not occur and(b) that the highest water quality consistent with
maximum benefit to the people of the State will be maintained. Following a BPTC evaluation, The
Wine Group will be required to propose and complete facility improvements such that BPTC measures
consistent with the Antidegradation policy are implemented.
If you have any questions about this request for a technical report, please contact Tim O'Brien at
(916) 255-3116.
w "S,-)
WENDY WYELS, Chief
Waste Discharge to Land Unit
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
