Kennedy/Jenks Consultants <br /> Chapter 1: Introduction and Background <br /> This section provides an introduction to the Franzia Winery Groundwater Protection Work Plan <br /> (Work Plan), which consists of four components: a Groundwater Characterization Work Plan <br /> (GWC Work Plan) (Chapter 2), a Groundwater Monitoring Well Installation Work Plan (GMWI <br /> Work Plan) (Chapter 3), a Process Water Characterization Work Plan (PWC Work Plan) <br /> (Chapter 4), and a Process Water Treatment Evaluation Work Plan (PWTE Work Plan) <br /> (Chapter 5). This chapter provides an introduction for all four work plans, and includes the <br /> objectives of the Groundwater Protection Work Plan, regulatory requirements, a description of <br /> the Franzia Winery facility and operations, and the hydrogeology of the site. <br /> 1.1 Objectives and Regulatory Requirements <br /> Kennedy/Jenks Consultants (Kennedy/Jenks) has prepared this Work Plan on behalf of The <br /> Wine Group, Inc. (The Wine Group)for the Franzia Winery (Facility) located in Ripon, California, <br /> in San Joaquin County. The Work Plan has been prepared to address groundwater compliance <br /> concerns that were expressed by the California Regional Water Quality Control Board, Central <br /> Valley Region (CRWQCB) in the Cleanup and Abatement Order (CAO) No. R5-2004-0704 lettec <br /> issued to the Facility on 27 April 2004 (CRWQCB, 2004). <br /> Item 2 of the CAO specifies the submittal of this Work Plan, the objectives of which are to <br /> provide "a detailed description of the studies, investigations, and plans to evaluate current <br /> conditions, estimate future conditions, and identify and implement the improvements necessary <br /> in order to adequately protect groundwater." It was specified that the Work Plan shall include <br /> four work plans: a Groundwater Characterization Work Plan, a Groundwater Well Installation <br /> Work Plan, a Process Water Characterization Work Plan, and a Process Water Treatment <br /> Evaluation Work Plan. <br /> 1.1.1 Regulatory History <br /> The Wine Group, Inc. purchased the Facility from the Coca Cola Bottling Company of New York <br /> who operated the Facility under Waste Discharge Requirements (WDR) Order No. 79-146 that <br /> was for the disposal of all of the winery process water to land, specifically to 30 acres of <br /> evaporation/percolation basins. <br /> On 17 March 1994, The Wine Group submitted a Report of Waste Discharge to the CRWQCB <br /> to update its waste discharge requirements and to apply its process water from winery <br /> operations to a 330-acre grape vineyard. <br /> On 28 April 1995, in Resolution No. 95-096 (CRWQCB, 1995A), the CRWQCB approved the <br /> Initial Study and Negative Declaration for the Facility, in accordance with Title 14 of the <br /> _ California Code of Regulations, Section 15070 of the California Environmental Quality Act <br /> (CEQA). <br /> _ Also on 28 April 1995, the CRWQCB issued WDR Order No. 95-097 and Monitoring and <br /> Reporting Program (MRP) Order No. 95-097 (CRWQCB, 1995B)for discharge of process water <br /> Groundwater Protection Work Plan, The Wine Group Page 1-1 <br /> Franzia Winery, Ripon, California <br />
