(WGR) on behalf of The Port of <br /> Stockton (The Port) in accordance with San Joaquin County Environmental Health Department <br /> (SJCEHD) application requirements for a permit to drill. San Joaquin County Ordinance Code <br /> requires submittal of a work plan in addition to a well permit application "if the purpose of <br /> drilling/boring is to identify the presence, absence or extent of soil or groundwater <br /> contaumination."i <br /> The site assessment is to be performed at the Former Falcon Energy/ISC site, located at#1 Port <br /> Road 21 at Port Road M, in the Port of Stockton, Stockton, California. The Port requested an <br /> initial site assessment be conducted along the proposed east interchange railroad track route <br /> where it crosses the subject property. This work plan describes the proposed assessment which <br /> is designed to investigate soil and groundwater conditions along the proposed rail route which <br /> was identified in a plan prepared by Britton Consulting and provided to WGR by The Port. A <br /> Phase I Environmental Site Assessment (ESA) performed by WGR in February 2007 <br /> identified several recognized environmental conditions on the property. <br /> 2.0 SITE SETTING <br /> The site is a three-acre, roughly triangular parcel located within an industrial area in the <br /> southeast comer of the East Complex of the Port of Stockton, San Joaquin County,California.
