* r <br /> �y1VGI <br /> Southwest, inc. <br /> is situated southeast of the intersection of Port Roads 21 and M, approximately 2,100 feet south <br /> of West Washington Street, as shown on the Site Vicinity Map presented as Figure 1. The site <br /> is a vacant parcel of land owned by The Port. The site was abandoned several years ago, and <br /> much of the ground surface is covered by weeds and native vegetation. <br /> The layout of the site is depicted in the attached Site Plan included as Figure 2. There are <br /> several abandoned buildings as well as equipment in disrepair on the property. The buildings <br /> include a railcar wash rack, an office building and a processing plant building. The proposed <br /> area of investigation is in the south part of the site, in the vicinity of the former office building <br /> and processing plant. The processing plant is a large, two-story, corrugated metal building, and <br /> the office building is a wood-frame, shake-roof structure. The location of the proposed east <br /> interchange tracks and the proposed sampling locations are shown on Figure 2. <br /> Within the processing plant building there are numerous ASTs, associated metal piping, <br /> processing equipment, staircases, scaffolding, platforms, and walkways. A large Cleaver <br /> Brooks boiler is located along the south side of the plant. A portion of the western side of the <br /> plant is a shop, apparently used at one time for the repair and maintenance of vehicles. There is <br /> a small aboveground tank in the shop area, as well as some old vehicle oil filters. <br /> Between the processing plant and office buildings in the southern portion of the site there are a <br /> number of debris piles. The debris includes concrete blocks and hardened concrete slurry, chain <br /> link fencing, asphalt, metal and plastic scraps, wood, pipes, wires, containers and other <br /> unidentified materials. <br /> The ground surface in many areas of the southwest part of the site is covered with what appears <br /> to be hardened concrete slurry. Tire tracks are imprinted in the concrete in some areas, and <br /> metal parts and other debris are embedded in the concrete in other areas. Much of the <br /> southwestern part of the site is covered with weeds and other vegetation, making it difficult to <br /> observe the ground surface;however, it appears to be generally uneven and hummocky. <br /> 1 <br /> To the north the site is bordered by a curved railroad spur, identified in some documents as <br /> Track #7, and a roughly 2.4-acre parcel; currently occupied by another Port tenant.
