CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTI=REPORT <br /> 18 August 2003 <br /> DISCHARGER: City of Stockton <br /> LOCATION & COUNTY: Stockton-RWCF, San Joaquin County <br /> CONTACT(S): Mark Madison and Steve Gittings <br /> INSPECTION DATE: 25 June 2003 - <br /> INSPECTED BY: George Lockwood <br /> ACCOMPANIED BY: David Thornburgh, Ava Langston-Kenney, Dennis Burrell <br /> OBSERVATIONS AND COMMENTS: <br /> Pre Inspection and Arrival: Prior arrangements were made with Steve Gittings to inspect the City of <br /> Stockton—Regional Wastewater Control Facility(RWCF) on 25 June 2003 at 0800. The RWCF is <br /> regulated by Waste Discharge Requirements (WDRs) Order No. R5 2002-0083, NPDES No. CA0079138. <br /> and Cease and Desist Order No. R5-2002-0084. Prior to the inspection, the January, February, and April <br /> Discharger self-monitoring reports were reviewed. <br /> The inspection started upon arrival at the RWCF location at 0727 on 25 June 2003 (for location see <br /> Attachment A). Sky was clear the, sun was shining, and a slight breeze was observed. While turning into <br /> the RWCF parking lot driveway from Navy Drive, odors were observed immediately from within the <br /> vehicle with windows rolled up and air-conditioning in operation. <br /> At the entrance to the administration building, an accumulation of flies was observed resting on the <br /> ceiling. A short meeting was held with Steve Gittings and David Thornburgh prior to the RWCF <br /> inspection. Lab certification was requested and a copy received (see Attachment B). Notice, the lab <br /> certification expiration date is 31 May 2003. The certification had expired 26 days earlier and no new <br /> certification had been issued. According to Larry Huber lab director, due to lack of action on the part of <br /> DHS a new certification had not been issued. Subsequently the City of Stockton has sent(via fax on <br /> 1 July 2003) a copy of a conditional certification from DHS dated 1 May 2003. <br /> Sample Collection: A 24-hour composite sample was collected from the sampler in the presence of Mr. <br /> Thornburgh. The sample data results measured were within the discharge limitations specified in the <br /> NPDES permit (see sample results Attachment C). A composite sample was collected for CBOD, TSS, <br /> and NH3 and a grab sample was collected for total coliform. Physical collection of the samples was <br /> completed by David Callous, a City of Stockton employee (see pictures Attachment D). Twining <br /> Laboratories picked up the samples in the RWCF parking lot at 1116. <br /> Main Plant: The headworks have mechanical bar screens, which are automatically cleaned. The foul air <br /> pit is the headworks vented directly to the atmosphere. The foul air pit is a source for a large portion of <br /> the facility's odor issue. Several primary sedimentation tanks precede the trickling filter bio-towers. <br />
