Mark Madison - 2 - 18 August 2003 <br /> City of Stockton <br /> San Joaquin County <br /> During the inspection flies and significant odors were observed at the City of Stockton's property <br /> boundary. Waste Discharge Requirements (WDRs) Order No. R5-2002-0083,Prohibition A.3,prohibits <br /> the City of Stockton from creating a nuisance condition. Proliferation and release of flies and odorous <br /> compounds that cause stress in humans such that they affect a significant portion of the community is a <br /> violation of WDRs Prohibition A.3. <br /> Pursuant to California Water Code Section 13267,we request the City of Stockton to submit a technical <br /> report by 1 October 2003, describing which processes are contributing to the production and release-0f <br /> odors at the facility.
