Mark Madison - 2 - 18 August 2003
City of Stockton
San Joaquin County
During the inspection flies and significant odors were observed at the City of Stockton's property
boundary. Waste Discharge Requirements (WDRs) Order No. R5-2002-0083,Prohibition A.3,prohibits
the City of Stockton from creating a nuisance condition. Proliferation and release of flies and odorous
compounds that cause stress in humans such that they affect a significant portion of the community is a
violation of WDRs Prohibition A.3.
Pursuant to California Water Code Section 13267,we request the City of Stockton to submit a technical
report by 1 October 2003, describing which processes are contributing to the production and release-0f
odors at the facility. The technical report should provide a strategy to prevent the creation of odors along
with a time schedule to make necessary facility modifications to implement the strategy.
If you have any questions about this letter or the WDRs,please contact me at(916)255-3022 or E-mail
addre s lockwoe c rb5ss b.ca. ov.
GEORGE W.
