CENTRAL VALLr i REGIONAL WATER QUALITY G—uNTROL BOARD <br /> INSPECTION REPORT <br /> 26 July 2001 <br /> DISCHARGER: Stockton Regional Wastewater Control Facility <br /> LOCATION & COUNTY: 2500 Navy Drive, Stockton, San Joaquin County <br /> CONTACT(S): Mr. Tim Anderson, Senior Plant Operations Supervisor <br /> Mr. Mark Von Aspera, Tertiary Plant Operations Supervisor <br /> INSPECTION DATE: 21 June 2001 0930— 1200 hrs <br /> INSPECTED BY: Jim Marshall <br /> ACCOMPANIED BY: Mr. Tim Anderson and Mr. Mark Von Aspern(City of Stockton) <br /> Mr. Dave Carlson, Ms. Patricia Leary, and Mr. Lincoln King(CVRWQCB) <br /> OBSERVATIONS AND COMMENTS: <br /> On 21 June 2001, Dave Carlson, Patricia Leary, Lincoln King, and I met with Mr. Tim Anderson,who <br /> accompanied us during an informational inspection of the Stockton Regional Wastewater Control Facility. <br /> At the time of the inspection, the plant was operational and discharge was occurring to the San Joaquin <br /> River as allowed by the conditions of the existing NPDES permit and waste discharge requirements. <br /> The inspection involved: reviewing the existing NPDES and waste discharge requirements; reviewing the <br /> Discharger's case file;reviewing the Discharger's self-monitoring reports (SMRs) from October 2000 <br /> through June 2001; conducting informal discussions with facility staff; walking through the facility; and <br /> observing plant operations. Samples of the effluent were collected and analyzed to supplement the <br /> evaluation of permit compliance. <br /> INSPECTION OF SECONDARY PLANT: <br /> The City is continuing its Secondary Facilities Staged Expansion Project. The biotower pumping station <br /> and supervisory control and data acquisition(SCADA) system were under construction at the time of our <br /> inspection. <br /> During the tour of the Secondary Plant we inspected the headworks,primary clarifiers,biotowers, <br /> secondary clarifiers, sludge thickeners, sludge digesters,belt filter press, sludge lagoons,biosolids loading <br /> area, and cogeneration facilities. No obvious violations were noted with these secondary treatment <br /> operations. <br /> The new cogeneration facility was in operation and was producing approximately 56% of the plant's <br /> electricity needs. Mr. Anderson explained that they are adjusting the operation of the cogeneration facility <br /> and expect to eventually meet nearly all of the plant's electricity needs, especially with the blending of <br /> natural gas with digester gas. In addition,Mr. Anderson said that the City is looking to increase the amount <br /> of digester gas by digesting the algae sludge removed at the tertiary facilities. Currently,the algae sludge is <br /> returned to the oxidation ponds. <br />
