Inspection Report Report Date <br /> 18 August 2003 <br /> Stockton—RWCF <br /> San Joaquin County <br /> Collection System: The Discharger's collection system is not combined with the storm water collection <br /> system. The collection system is estimated to have about 1,206 miles of sewer line and 30 some lift <br /> stations. It is unknown at this time how many manholes are within the system. The Discharger reports a <br /> total of 26 SSOs for the month of May. Three SSOs were over 1,000 gallons. <br /> SUMMARY: <br /> The following violations or potential violations were noted: <br /> 1. Laboratory certification was not valid at the time of the inspection, however a conditional <br /> certification has been received. <br /> 2. Upon review of MRP Order No. R5-2002-0083 reports for January through May 2003, the <br /> Discharger has not presented the required pH and river conditions data. <br /> 3. If no action were to be taken, possible nuisance conditions could develop from odors and vectors <br /> (flies) that were noted during the inspection as follows: <br /> a. Flies were observed at the entrance to the RWCF <br /> b. Odors were observed in the parking lot of the RWCF <br /> c. Odors were observed at Pond#1 <br /> d. Odors were observed at the foul air pit <br /> 4.
