T Stockton RWCF, Tertiary Plantes -3- *0/ 14 Febrdary 2001
Inspection Report
CONCLUSION AND RECOMMENDATIONS:
The inspection of the Tertiary Treatment Facility did not reveal any obvious violations of the NPDES
permit at the time of the site visit. The leaking recirculation gate valve has been repaired and a
procedure is in place to prevent the possibility of leakage in the event of another broken valve nut.
The release was an operational upset caused by mechanical failure and resulted in an unintentional
bypass non-disinfected secondary effluent. The leak resulted in an estimated release of between 4,920
gallons to 14,400 gallons of non-disinfected secondary effluent, which was heavily diluted by the
disinfected effluent.
I also recommend that RWCF staff review and be familiar with standard operating procedures dealing
with incident response. Standard Provisions and Reporting Requirements A.17. states in part,
"Reasonable steps shall include such accelerated or additional monitoring as necessary to determine
the nature of the impact of the non-complying discharger or sludge use or disposal."
I recommend that future site inspections of the RWCF Tertiary Treatment Facility include examination
of the amount of water in the open observation box to determine if the standard operating procedure is
being implemented.
Figure 1, the OES Hazardous Materials Spill Report and Photo Log complete this report.
Approved: ROBERT S. FAGERNESS, PE
Associate Engineer
