WASTE DISCHARGE REQUIREMENTS <br /> CITY OF STOCKTON 9- <br /> REGIONAL WASTEWATER CONTROL FACILITY <br /> SAN JOAQUINCOUNTY LATE REVISIONS <br /> standards that apply to California, including the CTR and portions of the NTR. The <br /> Basin Plan contains a narrative toxicity objectives that states: "All waters shall be <br /> maintained free of toxic substances in concentrations that produce detrimental <br /> physiological responses in human,plant, animal, or aquatic life." (Basin Plan at III-8.00.) <br /> As discussed in the Fact Sheet,which is incorporated by reference into this Order, the <br /> Regional Board finds, based on information submitted as part of the application, in <br /> studies, and in results of monitoring and reporting that the discharge does have a <br /> reasonable potential to cause or contribute to an in-stream excursion above water quality <br /> objectives for ammonia, chlorine, copper, cyanide, BOD substances, mercury, <br /> chloroform, dichloromethane, dibromochloromethane, bromodichloromethane, 1,1-DCE, <br /> PCE, TCE, bis(2-ethylhexyl)phthalate, Group A Pesticides, diazinon, and DO. Final <br /> effluent limitations and/or interim performance-based effluent limitations and interim <br /> requirements with compliance schedules for the pollutants listed above, are included in <br /> this Order and Cease and Desist Order No. R5-2002- <br /> This Order also includes provisions that: <br /> a. Require the Discharger to provide information as to whether the levels of priority <br /> pollutants, including CTR and NTR constituents, and constituents for which <br /> drinking water maximum contaminant levels (MCL) are prescribed in the California <br /> Code of Regulations, in the discharge cause or contribute to an in-stream excursion <br /> above a water quality or Basin Plan numeric or narrative objective; <br /> b. If the discharge has a reasonable potential to cause or contribute to an in-stream <br /> excursion above a water quality standardebjeettve, requires the Discharger to <br /> submit information necessary to calculate effluent limitations for those constituents; <br /> and <br /> C. Allows the Regional Board to reopen this Order and include effluent limitations for <br /> those constituents. <br /> On 10 September 2001 the Executive Officer issued a letter, in conformance with CWC <br /> Section 13267, requiring the Discharger prepare a technical report assessing effluent and <br /> receiving water quality. A copy of that letter, and the accompanying attachments, are <br /> incorporated into this Order as Attachment C. A provision contained in this Order is <br /> intended to be consistent with the requirements of Attachment C in requiring sampling for <br /> NTR, CTR and additional constituents to determine if the discharge has a reasonable <br /> potential to cause or contribute to water quality impacts. The requirements contained in <br /> Attachment C, list specific constituents, detection levels, acceptable time frames and report <br /> requirements. <br /> Barium. Molybdenum and Hexavalent Chromium <br /> 28. Barium, molybdenum, and hexavale4t chromium have not been adequately monitored by <br /> the Discharger to determine if these pollutants cause or have the reasonable potential to <br /> cause, or contribute to an in-stream excursion above a narrative or numerical water <br /> quality standard.
