W GI]E, <br /> • Southwest, Iirnc. <br /> PHASE II <br /> ENVIRONMENTAL SITE ASSESSMENT <br /> The Learner Company <br /> 2711 Navy Drive <br /> Port of Stockton, Stockton, California <br /> 1.0 INTRODUCTION <br /> This report has been prepared by WGR Southwest, Inc. (WGR) to describe the work <br /> performed, document and evaluate the data, and present the findings and conclusions of a <br /> Phase I1 Environmental Site Assessment (ESA) performed at The Learner Company (Learner) <br /> site. The site is located at 2711 Navy Drive, Stockton, California and is owned by the <br /> Stockton Port District (The Port). It has been leased by Learner since 1971 for use as a scrap <br /> metal recycling facility. A Site Vicinity Map is presented as Figure 1. <br /> • 2.0 PURPOSE OF INVESTIGATION <br /> A Phase I Environmental Site Assessment was performed by WGR in August and September <br /> 2007 at the request of a representative of The Port. The Phase I identified numerous <br /> Recognized Environmental Conditions (RECs) at the Learner site as delineated in Section 5.4 <br /> of this report. The subject Phase II ESA targeted specific RECs identified in the Phase I ESA <br /> and the site as a whole, based on its historical usage as a metal recycling facility. The <br /> investigative work was designed to provide a preliminary assessment and evaluation of soil <br /> and groundwater conditions for the purpose of providing sufficient information regarding the <br /> nature and extent of contamination to assist the client in making informed business and legal <br /> decisions about the property. <br /> 3.0 SCOPE AND LIMITS OF INVESTIGATION <br /> The scope of this investigation involved advancing 18 direct push soil borings (B-I through <br /> B-18) across the Learner site and collecting soil and groundwater grab samples from the <br /> borings. Samples were analyzed for a range of potential contaminants of concern. <br /> Additionally, shallow exploratory excavations (N-1 through N-7, S-1 through S-9 and F-1 <br /> through F-2) were made on site and off site adjacent to the south site boundary in several <br /> • locations, and representative soil samples were collected and analyzed.
