W GIR, <br /> • Southwest, line. <br /> borings and the exploratory excavations are illustrated on the Site Plan presented as Figure 2. <br /> Rational for selection of the boring and excavation locations is discussed in Subsections <br /> 5.4.1 through 5.4.13 and summarized in Section 7.3 of this report. <br /> The Phase II ESA was conducted in substantive accordance with the guidance contained in the <br /> American Society for Testing and Materials (ASTM) Designation: E1903-97(2002) and the <br /> Work Plan for Environmental Investigation by WGR, dated December 12, 2007 and <br /> submitted to the San Joaquin County Environmental Health Department (SJCEHD). The <br /> Work Plan was approved by the SJCEHD on December 27, 2007. The cited ASTM standard <br /> fosters an iterative approach to investigation, and the reported phase of work was not intended <br /> to provide a complete characterization of the environmental conditions of the site or to satisfy <br /> the level of inquiry necessary to support remedial solutions. As provided for in Section 10.2.1 <br /> of ASTM Designation: E1903-97(2002), some of the RECs identified in the Phase I were not <br /> addressed by this Phase II ESA. The Phase II was limited to those RECs evaluated to be of <br /> the most significant concern. <br /> The investigation focused on the soil conditions of the site, and installation and sampling of <br /> • groundwater monitoring wells was not included in the scope of this phase of work. The <br /> collection of grab ground water samples from the boreholes was intended as a preliminary <br /> screening technique to assist in the placement of permanent groundwater monitoring wells if <br /> deemed appropriate. This investigation was also limited by the physical inaccessibility of <br /> certain areas of the site due to debris piles,underground obstructions and other impediments. <br /> 4.0 SITE DESCRIPTION <br /> 4.1 Site Setting <br /> The site is a 13.1-acre, irregularly-shaped parcel located within an industrial area in the <br /> southwest portion of the East Complex of the Port of Stockton in San Joaquin County, <br /> California. It is situated along the east side of Nary Drive. The Atchison Topeka (Burlington <br /> Northern) and Santa Fe Railroad extends in an east-west direction approximately 100 feet <br /> south of the site along the top of a raised levee. A storm water drainage channel,referred to as <br /> the South Ditch, is located adjacent to the south border of the site, just north of the railroad <br /> levee. It extends east and west of the site and directs runoff to a storm water retention pond <br /> located on the west side of Navy Drive. The properties to the north and northwest of the site <br /> are currently leased to other Port tenants. The Leamer site is a small portion of a 247.37-acre <br /> • parcel referred to by the San Joaquin County Assessor as parcel number(APN) 145-03-009. <br /> 704. PRI.05 2 July 21, 2008 <br />
