® Eowi..o,G.B....J..
Mw R00,rou.:
Water Boards ."vlvun"'•T'°
Central Valley Regional Water Quality Control Board
6 August 2013
Mr. Matt Belair
Delicato Family Vineyards
12001 South Highway 99
Manteca, CA 95336
MONITORING WELL INSTALLATION WORKPLAN APPROVAL,
DELICATO FAMILY VINEYARDS, SAN JOAQUIN COUNTY
Central Valley Water Quality Control Board (Central Valley Water Board) staff has reviewed the
Revised Monitoring Well Installation Work Plan (workplan), which we received on 2 August 2013
for Delicato Family Vineyards (Delicato). The workplan proposes the expansion of the
groundwater monitoring network at the winery in accordance with Provision H.1.b of Waste
Discharge Requirements (WDRs) Order R5-2012-0103, which was adopted on 12 April 2013.
Six shallow-interval groundwater monitoring wells (MW-1 through MW-6) currently exist at the
site to monitor conditions surrounding the initial 30 acres of LAAs. The original workplan dated
28 June 2013 proposed the installation of one additional groundwater monitoring well (MW-7)
north of LAA No. 2, based on a general north-northeasterly direction of groundwater flow.
Per our review of the original workplan, one additional monitoring well was requested
downgradient of LAA No. 4 in a letter dated 12 July 2013. The revised workplan provided a
modified site plan (Figure 3 Revised) showing the proposed location of two monitoring wells
(MW-7 and Ilii downgradient of LAA No. 2 and LAA No. 4, respectively. With the inclusion
of MW-8 as part of the proposed scope of work, the workplan is hereby approved. Upon
completion of additional monitoring well installations, monitoring of the existing and new wells
shall be conducted in accordance with Monitoring and Reporting Program R5-2013-0028.
Please submit the Monitoring Well Installation Report by 1 July 2014, as required by the WDRs.
If you have any questions or need further clarification, please contact me at (916) 464-4616 or
sarmstro ng(.awaterboards.ca.gov.
SCOTT ARMSTRONG, P.G., C.HG.
Engineering Geologist
Waste Discharge to Land Permitting Unit
cc: Rodney Estrada, San Joaquin County Environmental Health Department, Stockton
Alicia Stamps, Kennedy/Jenks Consultants, San Francisco
VA L E.
