The workplan proposes the expansion of groundwater monitoring
activities at the winery in accordance with Provision H.1.b of Waste Discharge Requirements
(WDRs) Order R5-2012-0103, which was adopted on 12 April 2013. The WDRs were
adopted to accommodate increasing the volume of wastewater discharge to approximately
130 acres of cropped land to be used as Land Application Areas (LAAs).
Six shallow-interval groundwater monitoring wells (MW-1 through MW-6) currently exist at the
site. The Work Plan provided details about the proposed permitting, drilling, well
construction, development, surveying, and sampling of one additional groundwater
monitoring well (MW-7) to be located north of LAA No. 2. The proposed of location of MW-7
is based on the general north-northeasterly direction of groundwater flow, as identified from
groundwater monitoring activities conducted since 2001.
Adoption of the WDRs increased LAA acreage from 30 to 130 acres. Groundwater
monitoring wells MW-1, MW-2, and MW-3 were installed to monitor conditions surrounding
the initial 30 acres of LAAs. Monitoring wells MW-4, MW-5 and MW-6 were later installed to
provide upgradient and background monitoring data prior to expansion of the LAAs. Once
wastewater discharge begins to LAA No. 5 and MW-6, monitoring wells MW-5 and MW-6 will
be used as part of the compliance monitoring network.
The Work Plan is generally consistent with the requirements of the WDRs and is hereby
conditionally approved. However, LAA No. 4 represents approximately 17.5 acres of existing
vineyards that will be included as a new LAA and there is no point of compliance monitoring
location proposed within or downgradient of this area. Because shallow groundwater
generally flows to the north-northwest, an additional groundwater monitoring well is
necessary on the northern side of LAA No. 4 to effectively monitoring groundwater conditions
downgradient of this area.
KARL E.
