SIERRA
January 22, 1991
Environmental Services
Steve Schneider
Public Health Services
San Joaquin County ,`
P.O. Box 2009 G
Stockton, California 94583 A 'p0
Re: Chevron Station
6633 Pacific Ave nu e
Stockton, California
Dear Mr. Schneider:
Sierra Environmental Services(SES) is writing in response to some of the items discussed
in your letter to Clint Rogers of Chevron'. We understand that you have discussed the comments
with Mr. Rogers directly and that most were resolved during the discussion of January 9, 1991.
We understand that you were not satisfied with the response to Item #2 in your letter. As
we related to Mr. Rogers, SES uses brass sampling tubes directly from the soil sampling
equipment to prepare and run organic vapor meter(OVM) samples. Soil samples held for possible
analytic testing are prepared, labeled and stored in an ice chest. Analytic soil samples are not
exposed to heat or sun in the field. A copy of our standard procedures for soil logging, OVM
readings, and soil sampling is attached for your reference.
Review of the project file indicates that Mr. Schneider was present at the site during
drilling operations on July 24, 1990, and observed the preparation of analytic and OVM samples
(use of brass tube identical to analytic sample, left in exposed sunlight to promote volatilization).
The unidentified staff member referred to in Item #2 of Mr. Schneider's letter to Chevron may not
have realized that the exposed samples were for OVM readings. Our field notes indicate that the
soil samples collected at the site were properly handled and stored, in accordance with our
standard operating procedures.
Cotulla, Laurie, 1991, letter from Steve Schneider and Laurie Cotulla of the San Joaquin County Public Health
Department to Clint Rogers, Chevron engineer,January 3, 1991, 2 pages.
P.O. Box 2546 0 Martinez, California 94553 (415) 370- 1280
