WGIIIR <br /> Solunthxwest, lfmoc. <br /> • <br /> SITE ASSESSMENT REPORT <br /> Reid Drive at Luce Avenue <br /> (Parcels 27, 56 and 64) <br /> Port of Stockton <br /> WGR Southwest, Inc. (WGR) is pleased to provide this report summarizing the Phase H site <br /> assessment of the property located at the Port of Stockton West Complex (formerly Rough&Ready <br /> Island), in Stockton, California. The subject property included Parcel 27, Parcel 56 and Parcel 64, <br /> which Yara North America(Yana) intends to lease. These parcels are located near the intersection <br /> of Reid Drive and Luce Avenue. The location of the site is shown on Figure 1. <br /> 1.0 INTRODUCTION <br /> The property is owned by the Port of Stockton, and is up for lease by Yara. The property under <br /> investigation includes Building 213 (Parcel 64), Building 312 (Parcel 56) and Parcel 27. Buildings <br /> • 213 and 312 were built by the United States Navy in 1945. Parcel 27 is an open area that includes <br /> small buildings designated 212 and 212B, constructed in the 1980s. The Navy owned Parcels 27, <br /> 56 and 64 until 2000 when the property was conveyed to the Port of Stockton. Currently, the east <br /> section of Building 312 is leased by a company that handles bulk iodine, and all of Building 213 is <br /> leased by a company that handles bagged fertilizers and boric acid. The proposed lease area is <br /> shown on Figure 2. <br /> In 2007 WGR performed a Phase I site environmental site assessment (ESA) and identified several <br /> recognized environmental concerns (RECs). An REC is an historic or existing condition that may <br /> have the potential to impact soil and/or groundwater beneath the site. <br /> On October 3, 2007, WGR performed a Phase II site assessment on the subject site to obtain <br /> background level information representative of site conditions prior to the commencement of <br /> Yara's tenancy.
