Metals Sites
As stated in the 1996 ROD,the remedial action objective(RAO)for metals-contaminated soil sites is to
excavate lead-and chromium-contaminated soils to eliminate the potential threat to human health and the environment.Cleanup levels of 1,000 mg/kg for lead and 300 mg/kg for chromium were established _to meet this objective.Additional investigation after the ROD was signed indicated that three(S-30,
S-33/29,and S-36)of the five metals sites identified in the ROD did not have lead or chromium - -
concentrations greater than the cleanup levels.Contaminated soil from the other two sites S-3 and -
5-26)was excavated and disposed of at an approved landfill in accordance with the ROD.Post---- —
excavation soil sampling confirmed that the ROD cleanup goals were achieved. The metals sites are
shown in green on the map on page 2. ---
Cleanup levels established in the ROD are based on industrial land use.LUCs,which are measures
that help minimize the potential for human exposure to contamination by restricting activity,use,_
and access to properties with residual contamination, are needed at these sites.LUCs will be put into place at the five metals sites to permit only continued industrial use of the=_ -
depot property;the LUCs do not allow for unrestricted residential use.Such land use --
restrictions will prohibit buildings such as daycare facilities, schools,or homes from
being constructed at these sites.
The ROD Amendment will describe the process to be followed if the property
is sold,to ensure that these LUCs are retained. It will present additional -
controls in the form of legally enforceable restrictions and/or covenants - ---
(where needed)that will be applied to the property. The proposed
ROD Amendment will add LUCs to the five metals sites to ensure
the long-term protection of human health and comply with
appropriate regulations. The LUCs will be maintained
until lead and chromium in soil are at concentrations
that allow for unrestricted use of the land.
COMMUNITY PARTICIPATION
DDJC-Sharpe has had an active community relations/ DDJC-Sharpe provides environmental cleanup
public participation program since the discovery of information through public meetings, the Administrative
hazardous materials on site and continues to inform the Record(AR),announcements published to community
public of ongoing environmental restoration efforts at the newspapers, and fact sheets. The AR is a library of
depot. Community input on DDJC-Sharpe's environmental information related to cleanup activities at the depot,
cleanup program is strongly encouraged. and DDJC-Sharpe encourages the public to access the
AR to review environmental restoration documents.
The remedies selected in this ROD Amendment may
change based upon response to public comments,
regulatory agency comments,or new information.
DESJC appreciates your comments on the information
presented in this Proposed Plan.
The AR is located at: Hours of Operation:
DDJC-Tracy,Building 1 lam-3 pm Monday-Friday
25600 S.Chrisman Rd.
