The owner and/or operator shall operate and maintain the <br /> facility in accordance with the Part B Permit Application. <br /> 3. in the event of any conflict between this permit and the <br /> Part B Permit Application referenced herein, the most <br /> stringent provisions shall be controlling. <br /> 4. The Part B Permit Application and this permit shall be <br /> maintained at the facility and place of business at all <br /> times until closure is completed. <br /> M. General ResponE;bol "ies cf Operator <br /> 1. Compliance <br /> The owner and/or operator shall comply with all conditions <br /> of this permit in accordance with CCR, Title 22, Article 4, <br /> Section 66374(a) . The owner or operator shall comply with <br /> all laws, regulations, permits, zoning conditions and all <br /> other reouirements established by federal, state and local <br /> agencies. <br /> 2. Transfer of the Permit <br /> This permit may be transferred to a new owner or operator <br /> only if it is modified or revoked and reissued pursuant to <br /> CCR, Title 22, Sections 66382(b) (2) or 66385(d) . The owner <br /> and/or operator shall notify the Region One Regional <br /> Administrator, in writing, of a proposed change in ownership <br /> of this facility at least thirty (30) days prior to the date <br /> of transfer. A copy of the notification informing_the new <br /> owner or operator of the requirements of this permit shall__ . — <br /> be submitted to the Department. <br /> .3. Operation and Maintenance <br /> a. The facility shall be maintained at all times and <br /> operated to minimize the possibility of a fire , <br /> explosion or any unplanned sudden or unsudden release <br /> of hazardous waste or hazardous waste constituents to <br /> air, soil, surface water or ground water which could <br /> threaten human health or the environment. <br />
