c. The hazardous waste management performance report summary <br /> required by Permit Condition II .G.3 (a) shall provide the <br /> information specified in Permit Condition II.G.3b(1) and (2) and <br /> a summary of the information required by Permit <br /> Condition II . G . 3b (3 ) and shall be certified pursuant to <br /> II.G.3(f) . <br /> d. For purposes of Permit Condition II . G . 3b , the following <br /> definitions apply: <br /> (1) The current reporting year is the calendar year immediately <br /> preceding the year in which the report is to be prepared. <br /> (2) The baseline year is either of the following, whichever is <br /> applicable: <br /> (a) For the initial report, the baseline year is the <br /> calendar year selected by the Permittee for which <br /> substantial hazardous waste generation, or on-site or <br /> off-site management data is available, prior to 1991, <br /> except the Permittee may select 1990 as the baseline <br /> year. If the Permittee selects 1990 as the baseline <br /> year for the initial report, the information required <br /> pursuant to Permit Condition II.G.3b(3) for the initial <br /> report shall be provided for the 1990 calendar year <br /> only. <br /> (b) For all subsequent reports, the baseline year is the <br /> current reporting year of the immediately preceding <br /> report. <br /> e. If a Permittee owns or operates multiple facilities with similar <br /> processes , operations and waste streams , the Permittee may <br /> prepare a single multifacility report and report summary <br /> addressing all of these facilities. <br /> f. Every report and report summary completed pursuant to this <br /> section shall be submitted by the Permittee for review and <br /> certification by an engineer who is registered as a professional <br /> engineer and who has demonstrated expertise in hazardous waste <br /> management, by an individual who is responsible for the processes <br /> and operations of the site, or by an environmental assessor who <br /> is registered and who has demonstrated expertise in hazardous <br /> waste management. The engineer, individual or environmental <br /> assessor shall certify the report and report summary only if the <br /> report and report summary meet all of the following requirements, <br /> as applicable: <br /> (1) The report-identifies factors that-affect-the- generation and <br /> on-site and off-site management of hazardous waste and <br /> summarizes the effect of those factors on the generation and <br /> on-site and off-site management of hazardous wastes. <br /> 8 <br />
