b. Have access to and copy, at any time, any records that must <br /> be kept under the conditions of this Permit; <br /> c. Inspect at any time any facilities, equipment (including <br /> monitoring and control equipment) , practices or operations <br /> regulated or required under this Permit; and <br /> d. Sample, photograph or monitor, at any time, for the purposes <br /> of assuring Permit compliance or as otherwise authorized by <br /> RCRA, any substances or parameters at any location. <br /> 9. Monitoring and Records <br /> a. The Permittee shall retain records of all monitoring <br /> information, including all calibration and maintenance <br /> records and all original strip chart recordings for <br /> continuous monitoring instrumentation, copies of all reports <br /> and records required by this Permit, the certification <br /> required by 40 CFR 264 .73 (b) (9) , and records of all data <br /> used to complete the application for this Permit for a <br /> period of at least three years from the date of the sample, <br /> measurement, report, record, certification or application. <br /> These periods may be extended by request of the Director at <br /> any time and are automatically extended during the course of <br /> any unresolved enforcement action regarding this facility. <br /> [40 CFR 270.30(j) (2) and 264.74(b) J <br /> b. Records of monitoring information shall include: [40 CFR <br /> 270.30(j ) (3)] <br /> (1) The date , exact place and times of sampling or <br /> measurements; <br /> (2) The individual ( s ) who performed the sampling or <br /> measurements; <br /> (3) The date(s) analyses were performed; <br /> (4) The individual(s) who performed the analyses; <br /> (5) The analytical techniques or methods used; <br /> (6) The results of such analyses. <br /> c. Samples and measurements taken for the purpose of monitoring <br /> shall be representative of the monitoring activity. The <br /> Permittee shall maintain consistent records of sampling and <br /> measurements , such that data from separate sampling and <br /> measuring events may be readily compared. All sampling and <br /> monitoring plans submitted to the Director shall demonstrate <br /> that the methods used to select and obtain samples and <br /> measurements will yield results that are representative of <br /> the monitored activity .
