CA0003905 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> U.S. DEFENSE LOGISTIC AGENCY - <br /> DEFENSE DISTRIBUTION REGION WEST, SHARPE <br /> WASTEWATER TREATMENT PLANT AND STORM WATER DISCHARGES <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. The Defense Logistic Agency - Defense Distribution Region West, Sharpe <br /> (hereafter Discharger) submitted a Report of Waste Discharge, dated <br /> 7 December 1991 , and applied for a permit renewal to discharge waste from <br /> the on-site Wastewater Treatment Plant No. 307 and authorization to <br /> discharge storm water under the National Pollutant Discharge Elimination <br /> System (NPDES) . <br /> 2. The Discharger owns and operates a wastewater collection, treatment, and <br /> disposal system, and provides sewerage service to on-site personnel . <br /> • Treated municipal wastewater and storm water are discharged to the South <br /> San Joaquin Irrigation District Canal , tributary to French Camp Slough and <br /> the San Joaquin River, waters of the United States, at a point in the <br /> northeast 1/4 of Section 24, T1S, R6E, MDB&M as shown in Attachments A and <br /> B which are hereby made part of this Order. <br /> 3. Wastewater is treated by primary settling, trickling filters, secondary <br /> clarification, and chlorination/dechlorination. Sludge is anaerobically <br /> digested and dried in drying beds prior to landfill disposal . <br /> 4. The U.S. Environmental Protection Agency (EPA) and the Board have <br /> classified this discharge as a minor discharge. <br /> 5. The Report of Waste Discharge describes the wastewater discharge as <br /> follows: <br /> Average Flow: 0.040 million gallons per day (mgd) <br /> Maximum Flow: 0.106 mgd <br /> Design Flow: 0.38 mgd <br /> Average Temperature: 69.4 OF Summer; 58.8 OF Winter <br /> Average BOD, 5-day: 28.5 mg/l <br /> Average Suspended Solids: 7.4 mg/l <br /> Average Settleable Matter: <0.1 ml/l <br /> 6. The Discharger has polluted the underlying ground water with volatile <br /> organic compounds and BTXE's. PCB' s and heavy metals were recently <br /> detected in ground water from a single sampling event. The results were <br /> submitted in spring of 1992 and further investigation is required.
