WASTE DISCHARGE REQUIREMENTS -2- • <br /> DEFENSE DISTRIBUTION REGION WEST - SHARPE <br /> WASTEWATER TREATMENT PLANT AND <br /> STORM WATER DISCHARGES <br /> SAN JOAQUIN COUNTY <br /> Discharger conducted a Remedial Investigation/Feasibility Study (RI/FS) . <br /> As part of the RI/FS, two interim ground water extraction and treatment <br /> systems have been installed and are in operation in the North and South <br /> Balloon Areas. The ground water treatment plant discharges to the same <br /> outfall as the wastewater treatment plant and is regulated by NPDES No. <br /> CA0081931 (Order No. 87-026) . <br /> 7. Federal Regulations for storm water discharges were promulgated by the EPA <br /> on 16 November 1990 (40 CFR Parts 122, 123, and 124) . The regulations <br /> require specific categories of facilities, which discharge storm water <br /> associated with industrial activity (storm water) , to obtain NPDES permits <br /> and to implement Best Available Technology Economically Achievable (BAT) <br /> and Best Conventional Pollutant Control Technology (BCT) to reduce or <br /> eliminate industrial storm water pollution. <br /> 8. The State Water Resources Control Board adopted Order No. 91-13-DWQ <br /> (General Permit No. CAS000001) specifying waste discharge requirements for <br /> discharges of storm water associated with industrial activities, excluding <br /> construction activities, and requiring submittal of a Notice of Intent by • <br /> industries to be covered under the permit. This Order further specified <br /> that if an individual permit is adopted for storm water runoff from a <br /> facility, then the General Permit would no longer apply. This individual <br /> permit and the provisions it contains concerning storm water relieves the <br /> Discharger from seeking coverage under the General Permit. <br /> 9. The storm water discharge has not been characterized. The Report of Waste <br /> Discharge contains an estimate of 114 million gallons for the annual <br /> seasonal periodic storm water discharge. <br /> 10. Storm water is discharged to the South San Joaquin Irrigation District <br /> Canal at a point adjacent to the Wastewater Treatment Plant outfall . The <br /> first major storm will be diverted to a holding pond and analyzed for pH <br /> and oil and grease. If analyses meet the permitted effluent limits, the <br /> water is discharged to the canal . <br /> 11. The Board adopted a Water Quality Control Plan, Second Edition, for the <br /> Sacramento-San Joaquin Delta Basin (5B) (hereafter Basin Plan) which <br /> contains water quality objectives for all waters of the Basin. These <br /> requirements implement the Basin Plan. <br /> 12. The beneficial uses of French Camp Slough and Delta waters downstream of <br /> the discharge are municipal and domestic, industrial , and agricultural <br /> supply; water contact and noncontact recreation; esthetic enjoyment; <br /> navigation; ground water recharge, fresh water replenishment; and <br /> preservation and enhancement of fish, wildlife and other aquatic resources. <br />
