J <br /> potentials, the implementation of engineering controls and or work practice <br /> controls, for emergency evacuation of on-site personnel and for the preven- <br /> tion and or minimization of public exposure to hazards created by on-site ac- <br /> tivities. <br /> 6.5 Accident Prevention. The SSHP shall serve as the Accident Preven- <br /> tion plan provided it addresses all content requirements of both 29 CFR <br /> 1910.120 and EM 385-1-1 (Appendix Y) . Address all Accident Prevention Plan <br /> elements required by EM 385-1-1, (Appendix Y) , but not specifically covered by <br /> these elements and appropriate procedures to comply with requirements. <br /> Provide for daily safety and health inspections to be conducted to determine <br /> if site operations are conducted in accordance with the approved plans and <br /> contract requirements. <br /> 6.6 Training. All general site workers shall receive 40 hours of ini- <br /> tial off-site health and safety training (24 hours for non-exposed on-site <br /> personnel) which is relevant to hazardous waste site activities, plus three <br /> days of supervised field experience (one day for non-exposed personnel) , in <br /> compliance with 29 CFR 1910.120 (e) . In addition, site-specific, supervisory, <br /> refresher, and visitor training shall be addressed in accordance with the <br /> aforementioned regulation. The content, duration, and frequency of all train- <br /> ing shall be described. The construction/operation Contractor shall be <br /> required to provide written certification that the required training has been <br /> received by the affected personnel to the Contracting Officer prior to engag- <br /> ing in on-site activities. <br /> 6.7 Personal Protective Equipment. A written Personal Protective <br /> Equipment (PPE) Program which addresses all the elements of 29 CFR 1910.120 <br /> (g) (5) and 29 CFR 1910.134 shall be established. A minimum level of protec- <br /> tion necessary for each task/operation to be performed based on the hazard <br /> assessment/risk analysis shall be specified. Describe in detail the minimum <br /> types and specific materials for protective clothing and respiratory protec- <br /> tion based on the hazard assessment and risk analysis required above. As a <br /> minimum and as appropriate the following emergency and first aid equipment <br /> shall be immediately available for on-site use: (1) First aid equipment and <br /> supplies approved by the consulting physician; (2) Emergency <br /> eyewashes/showers which comply with ANSI Z-358.1 (Reference 11.19) ; (3) Emer- <br /> gency use respirators (worst case appropriate) ; (4) Spill control materials <br /> and equipment; and (5) Fire extinguishers (specify type, size, locations) . <br /> AA-15 <br />
