• ATTACHMENT A <br /> Hazardous Waste Facility Permit <br /> Defense Distribution Region West--Sharpe Site <br /> Defense Logistics Agency <br /> Lathrop, California 95331 <br /> EPA I.D. No. : CA8210020832 <br /> I. DESCRIPTION OF FACILITY <br /> A. Ownership Operations, and Location <br /> Defense Distribution Region West--Sharpe Site (DDRW-- <br /> Sharpe) , which is owned by the Defense Logistics Agency, <br /> located on Roth Road in Lathrop, San Joaquin County, <br /> California, has applied for a renewal of their Hazardous <br /> Waste Facility Permit to store in two units hazardous waste <br /> generated on-site. One of the hazardous waste storage units <br /> is Building 605 which is 40 feet wide by 50 feet long, <br /> consisting of ten individual cells separating incompatible <br /> and reactive wastes. The other hazardous waste storage unit <br /> is Building 530 which is 25 feet wide by 25 feet long, with <br /> no individual cells because the wastes stored in this unit <br /> • are either solid compatible waste or empty containers. The <br /> design and construction of the storage facilities comply <br /> with applicable state and federal standards and have been <br /> certified for their intended uses by an engineer registered <br /> in California. <br /> The following types of waste are stored in Building 605: <br /> sulfuric acid, phosphoric acid, 1, 1, 1-trichloroethane, <br /> trichloroethylene, chlordane, polychlorinated biphenyls <br /> (PCBs) , mercury, vanadium, lead, used oils, phenol, methyl <br /> ethyl ketone, methyl alcohol, toluene, cyclohexylamine, <br /> dimethyl formamide, acetonitrile, avitrol, and warfarin. In <br /> Building 530 only sand contaminated with small amounts of <br /> cadmium, chrome and lead, and triple rinsed empty containers <br /> are stored. The majority of waste in both buildings is <br /> stored in 55-gallon drums. In Building 605, there is a <br /> small amount of waste stored in containers smaller than <br /> 55-gallons. The storage capacity of Building 605 is 15 , 455 <br /> gallons (equivalent to 281 55-gallon drums) , while Building <br /> 530 has a capacity of 5, 500 gallons (equivalent to 100 <br /> 55-gallon drums) . <br /> B. Compliance With California Environmental Ouality Act (CEOA) <br /> The Regional Administrator, Region I, Department of Toxic <br /> Substances Control (Department) , has determined that these <br /> units are exempt from CEQA as per Section 15301, Title 14, <br /> California Code of Regulations (Cal. Code of Reqs. ) , because <br /> they are existing facilities. <br /> -1- <br />
