concentrations of 100-200 ppb. <br /> 4.1.7 The aquifer of concern in the vicinity of the Depot is a sole <br /> source drinking water supply. <br /> 4.1.8 SHAD agreed to a time schedule issued by the RWQCB, dated May <br /> 10, 1984, to complete plume definition and initiate cleanup of polluted <br /> ground water. This time schedule was subsequently revised at the request of <br /> SHAD on October 30, 1984, November 9, 1984, and February 28, 1985, due to <br /> difficulty in obtaining off-Depot real property access rights. <br /> 4.1.9 RWQCB issued a Monitoring and Technical Reporting Program for <br /> SHAD on May 22, 1985, revised on November 27, 1985, requiring monitoring for <br /> plume definition and public health protection. <br /> 4.1.10 RWQCB adopted Cleanup and Abatement Order No. 86-038 on January <br /> 24, 1986, requiring SHAD to fully define the pollution emanating from the <br /> Depot by August 15, 1987, and to propose a remedial action by December 15, <br /> 1987. <br /> 4.1.11 On April 26, 1985, DOHS issued a draft RCRA Hazardous Waste <br /> Storage Permit, which, pursuant to RCRA, included requirements for correc- <br /> tive action for release of hazardous waste. The permit was modified and <br /> released for public comment on April 30, 1986. The permit was ultimately <br /> issued by the State under its own authority rather than as a RCRA permit. <br /> 4.1.12 Sharpe Army Depot was included on the National Priorities List <br /> (NPL) on July 21, 1987, because of groundwater contamination of a sole <br /> source drinking water supply by hazardous substances. <br /> 4.2 Determinations: <br /> 4.2.1 Sharpe Army Depot constitutes a facility within the meaning of <br /> -10- <br />
