4.0 DESIGN AND OPERATING INFORMATION (40 CFR 112.7)
4.1 Reportable Spill
There have been no reportable spill events at the facility since it has been
functional as of July 2013.
4.2 Potential Spill (40 CFR 112.7 (b))
Total bulk petroleum storage capacity potential at the CHCF-Stockton is 42,682
gallons; of which 42,682 gallons is comprised of diesel fuel. There is
approximately 220 gallons of various petroleum fluids (lubricating oils, hydraulic
oils, etc.) stored in containers less than 55 gallons. The Generator Yard, Vehicle
Sallyport and Water Plant areas are the only areas with a reasonable potential for
equipment failure (such as tank overflow, tank rupture, fuel line rapture, or
leakage) which could result in a spill. These areas are described in Section 3.2.
The predicted direction, rate of flow, and quantity of product which could be
discharged from each area is presented in Table 4-1.
TABLE 4-1: Potential Spills
ARE78OUR7CTIISMAJOR FAILUR) QUANTITY RATE DIRECTION OF
TYPE (GAL) (GALIMIN) FLOW
Above Ground Storage Tanks
Above Ground Tank leak or Up to 10,000 Variable To Storm Water
Storage Tanks rupture Drop Inlets and
Detention Basin
Generator Engine leak or 105 gal. A spill event could be caused by the
rupture or leaking of one of the ASTs or fuel lines to the backup
generators (Figure 3).
8411599 Page 6
