least two of the 55-gallon drums were placed in a metal tub secondary containment, which would <br /> reduce the material threat of a spill(s)or release(s). <br /> • There was a parts-washer on the site that included a sink-washing area atop a 55-gallon drum, which <br /> was located along the southwestern interior wall of the warehouse at 270 Oak Street. According to <br /> the Borrower the parts-washer utilizes non-chlorinated solvents. However, there was some staining <br /> noted about the parts-washer and the presence of a parts-washer on the site would be a recognized <br /> environmental condition for the site due to the potential for spill(s) or release(s) of solvent directly <br /> onto or through concrete surface. <br /> • There were no sump- or trench-drains, grease or sediment traps, oil-water separators, or clarifiers <br /> noted on the subject property during the site inspection. However, there were features in the <br /> southwestern part of the warehouse at 251 Oak Street that appeared to be a trench-drain and/or sump <br /> that were filled with concrete. These features may also be associated with electrical wiring for <br /> machinery. However, the Borrower was not aware of the former purpose of these features. <br /> Additionally, these features were likely present during the period of time in which seed treatment <br /> operations took place in this warehouse and, if a trench drain and sump, would provide a potential <br /> `point-source' for contaminant migration to the subsurface. As such, these features would be <br /> considered a historical recognized environmental condition for the subject property that absent <br /> additional information pertaining to former use or possible migration of pesticides into the <br /> subsurface,would currently be a recognized environmental condition for the site. <br /> • The historic uses of the subject property including a cannery from the 1920s through the 1960s and <br /> seed treatment and warehousing activities from the 1970s through the late 2000s would considered be <br /> a historical recognized environmental condition due to the likely storing, applying, and warehousing <br /> of fertilizers,pesticides,herbicides,and/or fungicides and treated seeds. <br /> • Celpril Industries,a former tenant at the site,was also listed as an SQG of hazardous waste and on the <br /> HAZNET, SSTS, and FINDS databases. Bayer Crop Science was listed as an LQG of hazardous <br /> waste and also on the HAZNET, SSTS, and FINDS databases. According to the regulatory database <br /> report, Celpril Industries generated approximately 3.57 tons of hazardous waste in 1997 and roughly <br /> 0.56 tons of hazardous waste in 2005. Bayer Crop Science was listed as generating 252.87 tons of <br /> hazardous waste in 2009, more or less coincident with the close of seed treatment operations at the <br /> subject property. Hazardous wastes generated at the site reportedly included; off-specification, aged <br /> or surplus organics; unspecified aqueous solutions; unspecified organic liquid mixtures; unspecified <br /> sludge wastes; laboratory waste chemicals; liquids with mercury at concentrations greater than 20 <br /> mg/l, and acidic solutions. The SSTS database identified the operations of Celpril Industries and <br /> Bayer Crop Science as inclusive of storing concentrates of fungicides, insecticides and pesticides <br /> (Fibronil), and other chemical toxins that were reportedly diluted in ASTs and then applied to seeds. <br /> The presence and use of the site for seed treatment operations that included storing and using <br /> fungicides, insecticides and pesticides for more than 30 years and the generation of more than 250 <br /> tons of hazardous waste at the site during closure of seed treatment operations combined with a lack <br /> of soil or groundwater sampling data to accompany the cessation of these business activities would be <br /> an historical recognized environmental condition this remains a current recognized environmental <br /> condition for the site. <br /> More detailed information regarding the historical uses of the subject property is included in the report: <br /> Phase I Environmental Site Assessment of Industrial Use Properties at 221, 226, 229, 251, and 270 Oak <br /> Street in Manteca, (San Joaquin County), California. <br /> Zions First National Bank <br /> Limited Subsurface Investigation 4 1)UChn <br /> Valentine Properties—Manteca, California R114 <br />
