The
work plan failed to provide any information on what chemicals are to be analyzed for in the
collected samples. The work plan also failed to specify the analytical methods to be used.
PHS/EHD has repeatedly tried to contact Barber for comment. PHS/EHD has not been
able to reach Barber to date.
In the same telephone conversation,PHS/EHD recommended using the previously
submitted Proposal Wakpla;Phase II Field Imestigaim dated February 16,2000,prepared by
Kleinfelder as a guide to make up for the missing elements of the work plan by Barber. The
work plan prepared by Kleinfelder was approved by PHS/EHD but was never
implemented. The Kleinfelder work plan proposed analyzing soil and groundwater samples
for Total Petroleum Hydrocarbon CIPH) -Extractable as Diesel by EPA Method 8015K
TPH as Kerosene by EPA Method 8015K TPH Purgeable as Gasoline by EPA Method
8015K and Benzene,Toluene,Ethylbenzene, and Total Xylenes (BTEX collectively) by
EPA Method 8020. PHS/EHD expressed to you that the Barber work plan would be
acceptable if these components as described in the Kleinfelder work plan are followed.
PHS/EHD confirmed with you that the deadline to implement the proposed work is the
week of November 20,2000.
C,
Jeffrey ong,RENS
LOP/Site Mitigation Unit IV
c: RWQCB,Central Valley Region-Marry Hartzell
c: Daniel K.
