D4C ENVIRONMENTHEALTH
w Z Do 4 PERMIT/SER VICES
Amendment to: Workplan for additional Soil and Groundwater
Characterization of Western Oil & Spreading Inc. Acampo Plant Site -
19256 N Highway 99, Acampo, CA
Thank you for hosting a meeting at your office, 12 October 2004, with Mr. Chris
Walker (Site Operating Company's General Manager), Dr. Hans Ho (Owner's
Environmental Manager), Ms. Margaret Lagorio, R.E.H.S. (EHD-SJCo), Mr. Jeffrey
` Wong (R.E.H.S. (EHD-SJCo)and me attending.
You expressed a strong concern that the ground water characterization effort could
not be considered complete until a non-detect level, of about less than 50 parts per
billion (ppb), is indicated in sampled ground water from beyond the leading edge of
the site generated plume boundary.
Furthermore, we understood that your office desires more lithographical information
from the plume area. Presumably this insight will aid in a determination if the down
gradient domestic and agricultural wells (located on property abutting the south edge
of Woodbridge Road) are threatened by petroleum hydrocarbons released from the
subject site.
Finding the "clean line„ or non-detect edge of plume is a goal of this characterization
program.
Western Oil and Spreading Inc.'s (WOS) Chris Walker and EHD-SJCO expressed a
joint concern that the neighboring wells be neither contaminated nor threatened in the
future. WOS agreed to use the Cone Penetration Test (CPT) method to assist in the
definition of the subsoil and to collect water samples at both the first encountered and
a point below a separating low permeability soil stratum. Limitations of the 30 TN test
truck based upon two earlier rounds of probing may be 70 to 80 FT deep.
The area to be probed with the CPT is an open plowed field. It is not practical to enter
it after it has become saturated from winter rains. At the time of the meeting WOS
1
