l <br /> • 1.0 INTRODUCTION <br /> Upgradient Environmental Consultants has been investigating soil and groundwater contamination <br /> at 3931 Newton Road in Stockton since September 1994 After three phases of drilling, Upgradient <br /> Environmental deemed the assessment complete and submitted a Problem Assessment Report for <br /> the site in October 1996 Mr Steve Sasson of the San Joaquin County Public Health Service, <br /> Environmental Health Division (PHS/EHD) concurred with this conclusion and recommended that <br /> Gilkes Trucking submit a Corrective Action Plan for remediation of diesel fuel in the soil and <br /> groundwater, but the concerned parties could not agree on a remedial plan and no Corrective Action <br /> Plan was prepared Since then, activity has been limited to groundwater monitoring and <br /> responsibility for regulatory oversight of the investigation has passed to three different employees <br /> of PHS/EHD, resulting in confusing and sometimes conflicting or controversial regulatory <br /> guidance As a result, monitoring tics been sporadic of late, and only one groundwater monitoring <br /> report was submitted in 2001 Monitoring was again performed in the first quarter of 2002, but no <br /> samples were collected Therefore, this report has two purposes The first is to present the results of <br /> groundwater monitoring activities during the second quarter of 2002 The second is to summarize <br /> what is known about the extent and magnitude of the contarrupation and identify historical trends <br /> in concentrations <br /> 2.0 BACKGROUND <br /> • The project site is located at 3931 Newton Road, in an industrial area on the northeast outskirts of <br /> Stockton near U S Highway 99 The location of the site is shown in Figure 1, and the site facilities <br /> are shown in Figure 2 Originally agricultural property, the site was developed as a commercial <br /> truck terminal in 1973 The property occupies an area of about 3 5 acres <br /> Topography in the area is generally flat, although the project site is elevated several feet above the <br /> adjacent parcels There is a maintenance building and office fronting Newton Road, with a large, <br /> unpaved storage yard/parking lot in the rear A diesel and gasoline fueling facility, consisting of two <br /> underground storage tanks (UST's), was formerly present on the south side of the storage yard <br /> (Figure 2) This facility was removed in 1989 and replaced with an aboveground fueling facility, <br /> which is located to the west of the abandoned facility <br /> 3.0 PROCEDURES <br /> Groundwater monitoring took place on May 28 As reported in March 2002, the truck parking area <br /> has been resurfaced with new gravel road base, and only three monitoring wells remained visible A <br /> metal detector was therefore used, and three other wells were located (GT-1, GT-2, and GT-5) One <br /> well could not be found(GT-9), and is probably buried under a pile of broken concrete <br /> The wells were opened and allowed to equalize with atmospheric pressure before water depths were <br /> measured The depth to groundwater was measured with a water level meter and the measurements <br /> • <br /> 2 <br />
