(PES) for the unauthorized petroleum release at Paradise Point Marina (Site). <br /> In September 2015 you discovered that the buried distribution line between your 10,000-gallon <br /> aboveground gasoline storage tank and the product dispenser(s) had failed; based upon currently <br /> available data, PES estimates that the failure released approximately 1,000 gallons of gasoline. In <br /> October 2015 you excavated approximately 840 cubic yards of petroleum impacted soil, removing <br /> approximately 250 gallons of petroleum hydrocarbons. Between October 2015 and February 2016 you <br /> operated an extraction well near the release and removed approximately 6,000 gallons of petroleum <br /> impacted groundwater containing an unknown quantity of petroleum hydrocarbons. <br /> The Investigation Report documents the results of the limited soil and groundwater investigation <br /> conducted in February 2016 and contains recommendations for the advancement of additional soil <br /> borings, installation of groundwater monitoring wells, and the collection of soil and groundwater samples <br /> to delineate the extent of the petroleum release. The Investigation Report identifies two supply wells <br /> near the release: "Well No. 1" is an irrigation well which is used seasonally, has a total depth between 30 <br /> and 50 feet bgs, and is located approximately 30 feet laterally from the suspected petroleum release <br /> point; "Well No. 2" is a potable water supply well with a screen interval between 55 and 75 feet bgs and is <br /> located approximately 200 feet laterally down to crossgradient of the suspected point of the petroleum <br /> release. In February 2016 you sampled these wells and did not detect any petroleum constituents. <br /> In a 28 June 2016 email Central Valley Water Board staff concurred with the Investigation Report <br /> recommendations and requested that you submit an addendum to your 24 November 2015 Work Plan for <br /> Soil and Groundwater Investigation (2015 Work Plan)for the recommended work. On 4 November 2016 <br /> you submitted the Addendum Work Plan for Soil and Groundwater Investigation (Addendum) that <br /> recommends 14 potential boring locations with up to 6 of these locations converted into groundwater <br /> monitoring wells with well screens between approximately 10 to 25 feet below ground surface (bgs). <br /> Additionally, in a 15 June 2016 email PES requested cleanup goals for closure of the Site with <br /> unrestricted use. Central Valley Water Board staff responded to this email stating the following <br /> residential screening criteria should be used for each specific media (i.e., soil, soil vapor, and <br /> groundwater)for the Site to be closed without restrictions on future use: <br /> KAHL E.
