Since it cannot be determined how long the have been on site, immediately contact a <br /> licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the <br /> manifest to the EHD by 05/08/2012. <br /> 910,911,912 One open unlabeled 5-gallon bucket of punctured aerosol cans was observed with no <br /> written procedure for aerosol can processing and prior notification to EHD, and if waste generated from <br /> the processing in the past had been determined if it was hazardous and managed accordingly (no liquid <br /> waste from the processing had been observed during this inspection). Universal waste handler of <br /> aerosol can processing shall develop a written procedure, notify EHD, and manage the universal waste <br /> aerosol cans in accordance to Health and Safety Code (HSC) 25201.16. Submit documentation how <br /> this waste was managed per this section by 05/08/2012. A SB1158 factsheet has been provided to you <br /> during this inspection. <br /> NOTES <br /> The facility generated 1200 pounds of hazardous waste in 2011. Discussed with Ray (the owner) that <br /> since this facility regularly generates hazardous wastes from the 3-stage clarifiers and from the machine <br /> shop, EHD cannot combine this facility with the business separate facility located on 1634 Channel <br /> (where used oil and anti-freeze wastes are stored) in EHD's hazardous waste generator inventory . <br /> Discussed with Ray that scrap metal cannot be recycled without first determining hazardous properties <br /> and the particle size. Metal waste that has been determined to be hazardous and the particles are 100 <br /> microns or smaller, cannot be recycled and must be handled as hazardous waste according Title 22. <br /> Discussed with Ray Universal Waste management requirements including aerosol cans, lamps, alkaline <br /> batteries, mercury containing switches, CRT, electronic devices, etc. in a closed container with a method <br /> to identify the content and the start date of accumulation. Universal Wastes must be managed within 1 <br /> year of accumulation, and the disposal records maintained on site for at least 3 year. <br /> A copy of Managing Universal Waste labeling factsheet, SB1158 Aerosol Cans as "Universal Waste" <br /> factsheet, and San Joaquin County Small Business Hazardous Waste Disposal Program pamphlet, have <br /> been provided to Ray during this inspection. Submit the following to EHD by: 05/08/2012 <br /> 1) A completed copy of the (provided) Return to Compliance Certification (please keep original for <br /> your records). <br /> 2) A written statement how each violation was corrected <br /> 3) Evidence (i.e. photos, disposal receipts, documents) in support of the corrections made. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector.
