Channel St., Stockton Page 3 of 5 <br /> Date of Inspection: 01/19/2010 <br /> Date of Final Inspection Report: 01/22/2011 <br /> SUMMARY OF VIOLATIONS <br /> Class II Violations (Repeats): #15 <br /> #15 No liquid or solid Hazardous Waste (HW) containers for spill control were <br /> observed during this inspection. All facilities shall be equipped with spill <br /> control and decontamination equipment. <br /> Immediately provide properly labeled HW containers designated for <br /> storage of liquid or solid HW from spill control activities. Submit evidence <br /> of correction to this office by February 22, 2010. <br /> MINOR-Notice to Comply: #10, 12, 33 , ,89 <br /> #10 Observed the following wastes requiring HW determination: <br /> -- One 5-gallon bucket of oily liquid with solids in the yard (Photo #1,2) <br /> -- Two 5-gallon buckets, one with lid the other without of oily liquid by the <br /> beige color caustic tank (Photo #3,4,5) <br /> -- Liquid (possibly Sodium Hydroxide) inside the beige color caustic tank <br /> which may no longer be in service according to interview. (Photo #6) <br /> -- Residual solids from caustic tank in Conversion Burner (Photo #19,20) <br /> -- Hydrocarbon solvent released into the secondary containment (plastic <br /> garbage can), D-Scale/Muriatic Acid in two secondary containment (also <br /> garbage cans) at the pressure washer in the yard. (Photos #12 thru 15) <br /> -- Residual solids on top of and around 5-gallon buckets and 55-gallon <br /> drums of chemical products inside storage trailer (Photos #21) <br /> -- Oily liquid with trash inside two 30-gallon red metal drums by the <br /> storage trailer(Photos #25, 26) <br /> -- Truck filter soot-like particles inside 30-gallon blue metal drum in the <br /> tire-changing area (Photo #32) <br /> -- Oily liquid in a drain pan next to a parts washer in Shop #3 (Photo #34) <br /> -- Particles in and around the bead blaster, sand blaster, and grinder in the <br /> yard (Photos #39, 40) <br /> Immediately make a hazardous determination of the above wastes and <br /> manage it accordingly, or manage the wastes as HW according to Title 22. <br /> Please beware that sanded or blasted metal particles, or HW metal <br /> particles less than 100 microns in size, can be recycled as metal instead <br /> of managed as HW. Submit evidence of correction to this office by <br /> February 22, 2010. <br />
