CONTINUATION FORM
OFFICIAL INSPECTION REPORT
Facility Address: 1627 E. Channel St., Stockton Page 4 of 5
#12 Observed soil impacted by the release of HW from a number of
overturned buckets along the wall behind the two caustic solution tanks
(Photos #7,8), and an aerosol can under the steam parts-washer by the
tire-changing area (Photo #37). Facilities shall be maintained and
operated to minimize the possibility of release of HW to the environment
including air, soil, or surface water.
Immediately clean up and properly manage/dispose the impacted soil in
accordance to Title 22, and dispose the above-mentioned aerosol can.
Immediately modify operation that will prevent the release of HW to the
environment. Continue practice that will minimize the release of HW to
the environment in the future. Submit evidence of correction to this office
by February 22, 2010.
#33 (3) Failed to close three 55-gallon drums of drained gas and used-oil filters
that would prevent spillage of the drained oil if the drum was laid on its
side. The drums were also not marked with the initial date of
accumulation. (Photo #28)
Immediately close all containers of drained gas and used-oil filters that
would prevent spillage of the drained oil if the container was laid on its
side, except when adding or removing, and label each container with the
initial date of accumulation. Continue this practice at all times. Submit
evidence of correction to this office by February 22, 2010.
#89 Unable to determine the length of time the following empty HW or
hazardous material containers have been stored onsite since they were
emptied:
-- Two 55-gallon metal empty drums by the storage trailer in the yard
(Photo #23 and #24)
-- Five 6 to 7-gallon metal empty buckets by the used oil tank in the tire
changing area (Photo #27)
-- Seven 55-gallon metal empty drums in the parking lot on the south side
of the 1634 Channel building. (Photos #35,36)
Facilities must manage all empty HW or hazardous material containers
greater than 5 gallons within one year of being emptied. Immediately
manage the above empty containers by reusing, recycling, or disposing
them. Begin and continue to mark all empty HW or hazardous material
containers in the future with the date of being emptied. Submit evidence
of correction to this office by February 22, 2010.
