Mr. Mike Inform <br /> Page 2 of 3 <br /> The contents of the septic system were pumped into a 1,200-gallon tank for storage on site. The <br /> septic tank was triple rinsed and pressure washed. All wash water was transferred to the storage <br /> tank. Ground Zero collected a water sample from the storage tank on October 21, 2004. <br /> Appropriate containers were delivered under chain of custody protocol to Argon Laboratories in <br /> Ceres, California and Alturas Analytics, Inc. of Moscow, Idaho. Samples submitted to Argon were <br /> analyzed for total petroleum hydrocarbons as gasoline (TPHg) using EPA Method 8015B, <br /> benzene, toluene, ethylbenzene, and xylenes (BTEX) using EPA 802113, and volitile organic <br /> compounds (VOCs), expanded to include acetone, by EPA 8260. Samples submitted to Alturas <br /> were analyzed for methamphetamines by HPLC/MS/MS, total phosphorus by SM 4500 PF, <br /> iodide and chloride by EPA 300.0, and pH by EPA 150.1. <br /> The wastewater sample contained elevated levels of VOCs, inicuding TPHg at 2,800 micrograms <br /> per liter(µg/L), benzene at 6.3 µg/L, and chloroform at 230 µg/L,all of which are above drinking <br /> water standards. Methamphetamine was detected at 0.26 micrograms per milliliter (µg/ml), <br /> although no drinking water standard has been developed for methamphetamine. Analytical <br /> results are summarized in Table 1. A copy of the laboratory reports are included in Attachment <br /> A. <br /> Proposed Scope of Work <br /> In order to determine if contaminants are present in the soil at levels that might pose a health <br /> threat or risk to groundwater, Ground Zero propose to collect six (6) soil samples pursuant to <br /> EHD's request. One soil sample will be collected two feet below the septic tank, one two feet <br /> below the distribution box, and one two feet below each end of the two septic leach lines. Each <br /> of the borings will be advanced using a hand auger, and soil samples will be collected using a <br /> drive-sampling device containing clean brass sample tubes. Samples to be analyzed will be <br /> immediately capped and preserved in an iced cooler at a temperature of approximately 4° <br /> Centigrade. Upon completion, the borings will be backfilled with native soil. A site sketch <br /> (from the septic tank permit) showing the proposed boring locations in relation to the septic <br /> system is included as Figure 2. <br /> Soil samples will be submitted to a state-certified hazardous waste testing laboratory for analysis of <br /> TPHg using EPA 801513, BTEX using EPA 802113,VOCs (including acetone) by EPA 8260B, and <br /> methamphetamines by EPA Method HPLC/MS/MS. <br /> In order to remediate the contained water waste, Ground Zero proposes to transfer the contents of <br /> the 1,200-gallon tank to a large open top container. The container will be placed in a secure <br /> location where the water can evaporate. Ground Zero will obtain authorization from the San <br /> Joaquin Valley Air Pollution Control District(APCD) prior to initiating evaporation. Ground Zero <br /> has calculated the total mass of VOCs in the wastewater to be less than 0.05 pounds, which is well <br /> below the 2 pounds per day permit requirements for uncontrolled emissions established by APCD. <br /> After all the water evaporates the resulting sludge will be analyzed. The sludge samples will be <br /> submitted to a state-certified hazardous waste testing laboratory for analysis of TPHg, BTEX, <br /> VOCs including acetone,methamphetamines, and total and fecal coliform bacteria. <br />
