As you know, Ground Zero <br /> presented a workplan to evaporate the liquid pursuant to an exemption <br /> from the Air Board (<2 lbs VOCs per day) , then sample the dried sludge <br /> to determine if residual contamination remained. Based upon a sample <br /> collected from the contents of the septic tank, the liquid was not a <br /> hazardous waste and contained less than 0.1 lbs of VOCs. <br /> Mr. Van Spronson notified Ground Zero on June 17, 2005 that the liquid <br /> had been evaporated and that the sludge was sufficiently dried to <br /> collect samples. When Ground Zero indicated to Mr. Van Spronson that a <br /> site inspection was necessary to confirm this, Ground Zero was directed <br /> to another property on Ladd Road in north Modesto. Ground Zero was <br /> unaware that the contents of the septic tank had been transported off- <br /> site for evaporation.
