The site <br /> is located at 4444 Pershing Avenue, Stockton, California. The lead <br /> agency involved is the San Joaquin County Public Health Services <br /> (SJCPHS) , and the contact person is Mr. Harlan Nole. <br /> The site has been impacted with gasoline in the soil and <br /> groundwater. In addition, there is a probable source of gasoline <br /> impacted groundwater migrating to the subject site from an <br /> upgradient source. In order to isolate our site effectively from <br /> the upgradient problem, a system of three shallow injection wells <br /> have been proposed to create a hydraulic barrier or mound. <br /> Site remediation involves the use of airstrippers for the <br /> groundwater and a catalytic oxidizer for the soil vapor. The <br /> purpose of this project is to remove dissolved phase hydrocarbons <br /> from impacted groundwater, remove liquid phase hydrocarbons (LPH) <br /> stranded below the water table and create a hydraulic barrier to <br /> effectively isolate our site from the upgradient problem. Treated <br /> groundwater will be reclaimed and used to create the hydraulic <br /> barrier and also disposed into the storm sewer (pending an NPDES <br /> permit) . City of Stockton Municipal Utilities has formulated a new <br /> policy of not receiving discharges from service station groundwater <br /> treatment systems. A letter from the municipality is attached as <br /> part of this permit application. <br /> A completed copy of Form 200 (Application for Facility Permit/Waste <br /> Discharge) is included in this application package. The additional <br /> information requested of all dischargers is addressed in the <br /> following section. A technical report is provided to clarify the <br /> scope of work and technical approach used to design and implement <br />
