of protectiveness,therefore,excavation or treatment does not appear to be warranted and from <br /> this perspective the associated costs are unjustifiable. <br /> Moreover,implementation of either of the recommended options would be in compliance with <br /> applicable laws and regulations and would be in harmony with current regulatory policy which <br /> emphasizes an objective analysis of benefit and cost effectiveness in the selection of remedies. <br /> 10.0 SELECTED ALTERNATIVE <br /> Because of its additional protectiveness relative to No Action, the Capping Option is the <br /> alternative selected for adoption and implementation. <br /> 10.1 Site Capping <br /> This option will isolate the lead from the atmosphere thus preventing human exposure to the <br /> material and minimizing leaching due to rainfall. The affected area will be graded to direct <br /> runoff away from the site building and paved with a multilayer asphalt cap. <br /> 11.0 WORKPLAN:SITE CAPPING <br /> 11.1 Introduction <br /> Implementation of the remedy will require selection of contactors,detailed design,grading and <br /> paving. The contractors will be selected by competitive bidding and qualifications. no sections <br /> below provide more detail on the implementation procedure. <br /> 11.2 Design and Permitting <br /> Ground Zero will physically delineate the area to be paved. Prior to initialing the work, the <br /> selected grading/paving contractor will inspect the site in order to agree upon coordination and <br /> scheduling of the work, identify any potential difficulties and specify the finished grade and <br /> slope. At the recommendation of the cnnbwtor, a topographic survey may be required to <br /> delineate the finished slope and grade. Underground Service Alert(USA)will be notified in <br /> order to identify underground utilities. A private utility locator may be employed,as necessary, <br /> to identify private utility services not located by USA. Construction permits will be obtained <br /> as ricces=7. <br /> 11.3 Grading and Drainage Controls <br /> In order to prevent ponding on the paved surface it will be necessary to slope the treated arra <br /> in such a manner drat surface runoff is directed away from the shop building and towards Miner <br /> Avenue.
