Miner Avenue <br /> Stockton, CA 95205 ENVIROMENTAL HEALTH <br /> FERMIT/SERVICES <br /> Dear Mr. Knoll : <br /> REPORT OF VIOLATION AND SCHEDULE OF CORRECTION - ROY 'S AUTO <br /> WRECKING <br /> On February 1, 1988 the Department of Health Services (DHS) <br /> conducted an inspection of Roy' s Auto Wrecking located at 3570 E. <br /> Miner Avenue in Stockton. <br /> As a result of that inspection, violations of the hazardous waste <br /> statutes and regulations were identified. <br /> Specific violations and required corrective action are listed <br /> below. Failure to correct the identified violations within the <br /> schedule provided will result in DHS citing you for <br /> continuing/additional violations. <br /> I. Retort of Violations <br /> 1. Section 25154, Division 20, Health and Safety Code: <br /> Roy ' s Auto Wrecking has handled, stored and disposed of <br /> hazardous waste in a manner that is in violation of <br /> Chapter 6 . 5 Health and Safety Code as evidenced by: <br /> (a) Waste oil and other automotive fluids are being <br /> disposed of directly to the ground. (b) Sample results <br /> indicate lead present in the sump and in the soil <br /> surrounding the facility in excess of the Total <br /> Threshold Limit Concentration (TTLC) value or Soluble <br /> Threshold Limit Concentration (STLC) value found in <br /> Section 66699, Title 22, California Code of <br /> Regulations (Ca Code Regs. ) <br /> 2 . Section 25250 . 4, Division 20, Health and Safety Code: <br /> Roy's Auto Wrecking has failed to manage used oil as a <br /> hazardous waste until it has been recycled. <br /> 3 . Section 25250 .8, Division 20, Health ,and Safety Code: <br /> Roy' s Auto Wrecking has failed to manifest used oil in <br /> accordance with the prescribed procedures. <br />
