Transfer Lines Not in Service <br /> Lines that are not in service for an extended period of time are capped or blank-flanged <br /> and marked as to their origin. <br /> 4.3.2. Transfer Lines on Standby <br /> Lines that are on standby for an extended period of time are capped or blank-flanged and <br /> marked as to their origin. <br /> 4.3.3. Pipe Supports <br /> All pipe supports are designed to minimize abrasion and corrosion and to allow for <br /> expansion and contraction. Pipe supports are visually inspected during the monthly <br /> inspection of the Facility. <br /> 4.3.4. Aboveground Piping and Valves <br /> All aboveground piping and valves are examined monthly to assess their condition. <br /> Inspection includes aboveground valves, piping, appurtenances, expansion joints, valve <br /> glands and bodies, catch pans, pipeline supports, locking of valves, and metal surfaces. <br /> Observations are noted on the monthly inspection checklist provided in this Plan. <br /> 4.3.5. Warning Signs <br /> Warning signs are posted at appropriate locations throughout the Facility to prevent <br /> vehicles from damaging aboveground piping and appurtenances. Most of the <br /> aboveground piping is located within areas that are not accessible to vehicular traffic(e.g., <br /> inside berm area). Brightly painted bollards are placed where needed to prevent vehicular <br /> collisions with equipment. <br /> 5.0. FACILITY DISCHARGE RESPONSE <br /> This section describes the response and cleanup procedures in the event of an oil <br /> discharge. The uncontrolled discharge of oil to groundwater, surface water, or soil is <br /> prohibited by state and possibly federal laws. Immediate action must be taken to control, <br /> contain, and recover discharged product. <br />
