AAFES West Coast Distribution Center
700 E Roth Road, Bldg 549
French Camp, CA 95231
Army&Air Force Exchange Service
PH 209-234-3701, Cell 209-993-7537
VOIP 7-3103-150
voungwi@aafes.com
From: Baker, Lydia [EHD] <Ibaker@sigov.org>
Sent: Wednesday,July 15, 2020 8:09 AM
To:Young, William E. <voungwi@aafes.com>
Subject: [External]-RE: Return to Compliance AAFES
Hi Eddie,
For the training the regulations state that at a minimum, oil handling personnel shall be trained in the operation and
maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws,
rules, and regulations;general facility operations; and the contents of the Spill Prevention, Control, and
Countermeasure Plan.
Oil handling personnel should be trained on the above items annually. As far as record keeping goes you need to do
what your plan says. If the plan says keep training records then you must do that. If it doesn't say to keep records then
it is not required. If I remember correctly your plan does not require training records to be kept.
So all I need is a statement saying that the above training has been completed, a copy of the monthly inspection logs
and if you could find out how old that 12,000 gallon tank is. If it is over 20 years could you provide a copy of the formal
STI SP001 inspection.
Any questions please let me know.
Best Regards,
Lydia Baker
Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
209-468-8257
Ibaker@sigov.org
Please note my email address has changed to Ibaker@sjgov.org
From:Young, William E. <voungwi@aafes.com>
Sent: Monday,July 13, 2020 2:52 PM
To: Baker, Lydia [EHD] <Ibaker@sigov.org>
Subject: RE: Return to Compliance AAFES
CAUTION:This email is originated from outside of the organization.
