Item No. 4 <br /> PC: 2-18-93 <br /> SU-93-1 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> SU-91-16: <br /> On June 6, 1991, the Planning Commission approved Major Subdivision No. SU-91-16 to crate <br /> 49 residential lots on this site. This proposed subdivision is identical to the previously approvec <br /> Major Subdivision except that it includes 10 additional lots. The street configuration and services <br /> remain the same. <br /> The same conditions of approval that were approved for SU-91-16 are recommended with the <br /> following changes: <br /> Development Services Conditions 1(a), (b), and (c) provide for reduced lot area and lot width and <br /> require the developer to enter into an agreement to provide lower income housing. <br /> The previous condition to meet the conditions of LA-91-62 has been dropped since those <br /> conditions have already been met. <br /> Development Services Condition 1(e) requires the applicant to submit road names for approval. <br /> One leg of Leanna Drive must be renamed to comply with the County's road naming policies. <br /> The Public Works condition regarding recording the map as a single unit has been deleted, and <br /> conditions regarding phasing have been added. <br /> The Public Works condition requiring the installation of water meters has been deleted. Because <br /> this project will be served by California Water Services, the condition requiring water meters was <br /> not appropriate. <br /> Standard easement requirements from Pacific Gas & Electric which were omitted from the first <br /> approval have been added for this approval. <br /> Stockton Metropolitan Airport Condition 8(a) has been added. This condition is discussed under <br /> 'Airport Noise/Land Use Compatibility Study.' <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The site is designated R/L (Low Density Residential) on the General Plan, with an R <br /> implementing zone. The minimum lot size in the R-L zone is 6,000 square feet, and the minimum <br /> lot width is 60 feet. Pursuant to the Density Bonus provisions of the Development Tale, the <br /> applicant is proposing a minimum lot size of 5,000 square feet and a minimum lot width of 50 feet. <br /> No other incentives are requested. To qualify for these incentives, the developer must agree to <br /> create at least one of the following: <br />
