At the completion of the grading, the applicant shall have a <br /> registered civil engineer or licensed land surveyor compare <br /> the excavation' s final elevations with the approved permit. <br /> The engineer or surveyor shall submit a certified, written <br /> finding to the Planning Division which states and documents <br /> the compliance or non-compliance of the excavation with all <br /> of the conditions of the approved permit, including <br /> documentation that fertilization has been completed per the <br /> laboratory recommendations submitted by applicant. (Section <br /> 9-2224{kl ) <br /> n. To insure that the excavation is completed in conformance <br /> with the approved permit, the operator shall secure a <br /> performance bond or other financial security sufficient to <br /> cover the cost of rehabilitation of the site for agricultural <br /> use. The form of the bond or other financial security shall <br /> be found acceptable by County Counsel. (Section 9-2224{ }) <br /> o. The applicant shall not be required to replace the si e' s <br /> topsoil and excavated material may be removed from the ite <br /> without stockpiling, following the County' s acceptance of the <br /> performance guarantee. <br />
