Mary indicated that residual contamination continue to exist and a site assessment <br /> (characterization)is required. <br /> 1.02 Ando asked if contamination does not extend down to the aquifer,do monitoring wells need to be <br /> used. Mary said,at a minimum,one monitoring,well should be installed. Three wells will be <br /> required if contamination is found in the fust well. <br /> 1.03 Mary acknowledged that a permit for the tank removal was on file. Kevin was to check to see if <br /> Clemens had a copy on their files. <br /> 1.04 Mary indicated that the cost for additional County Inspector time will be billed to the billing party <br /> at a rate of$78/hour. In addition,back fees and/or penalties will be assessed because tank#1 was <br /> not properly abandoned(ie.filled with sand)as originally stated by the owner. <br /> 1:05 Kevin stated that nine tests were taken below tank#1.when his contract called for two. Clemens <br /> will seek.compensation for the cost ofthe additional seven test. <br /> 1.06 Mary indicated that the Clemens work plan she received briefly explained excavation procedures <br /> but did not meet the Tri-Regional requirements. The plan should have included a site <br /> contamination plan,site history among other information. <br /> 1.07 Mary confirmed that San Joaquin Environmental Health requires prior approval of the work plan. <br /> 1.08 Mary responded to a question from Ando regarding clean-up levels for contamination. The target <br /> goals are the MCL for ground water as stipulated in the Central Valley Regional Water Quality <br /> Control Board's Basin Plan. For soil,the target is no more than 10 times the levels for ground <br /> water. <br /> 1.09 Mary was concerned that the use of pea gravel as a backfill material would contribute to the <br /> migration.of contamination. Abide indicated that the gavel was a temporary fill to avoid a safety <br />
