PHS/EHD has the following comments for your consideration. <br /> The work plan included a proposal to continue the soil and groundwater investigation, since residual soil <br /> contamination was evidenced following the excavation attempt. Based on seasonal high depth to <br /> groundwater, PHS/EHD concurs with the necessity to initiate a groundwater investigation. <br /> Three soil borings were proposed, two of which to be drilled at an angle in the area west and north of the <br /> former tank area. The total vertical depth of the borings proposed will be 30 feet or to a depth 10 feet <br /> below all evidence of soil contamination, based on field observations. A soil boring, which will be <br /> converted into a monitoring well, is proposed in the area of highest observed soil contamination in the <br /> former tank area. An additional soil boring in the area of S-4 at 16 feet which was located in the eastern <br /> part of the excavation is necessary to determine the extent of contamination in this area. Sufficient soil <br /> samples should be submitted for laboratory analysis to determine the vertical and horizontal extent of <br /> residual soil contamination. Please discuss with PHS/EHD which soil samples will be submitted. <br /> Also, note that per a telephone conversation with Larry Harlan of CAPE, PHS/EHD concurs with the <br /> proposed grouting to three feet below grade for the monitoring well, based on a consideration of the fill <br /> material. The monitoring well will be finished to grade with concrete within a traffic box which will be <br /> placed approximately two inches above grade. <br /> A permit application, indicating the additional soil boring requested, and an $89 permit fee should be <br /> submitted. Please notify PHS/EHD 48 hours prior to initiating field activities, in order that a site inspection <br /> may be scheduled.
