E11�'yt� <br /> Mr James Barton <br />' July 30, 2004 <br /> Page S <br /> Efforts to Cease Plume Movement <br /> In response to RWQCB letter dated June 18, 2004, ENSR completed the following activities in <br />' an effort to cease plume movement <br /> 1 A "major maintenance" service, by the manufacturer's approved vendor, was performed on <br /> the air compressor for the air sparging air system on June 14, 2004 <br /> 2 ENSR submitted a letter to the San Joaquin Valley Air Pollution Control District (SJVAPCD) <br /> on July 13, 2004 requesting that the soil vapor extraction (SVE) system permit be reinstated <br /> 3 ENSR remediation systems engineers visited the site on June 15, 2004 to observe the <br /> performance of the air sparge (AS) system and examine the SVE ENSR personnel started <br /> the motors on the SVE system and observed that a major service, by a manufacturer's <br /> approved vendor, would be necessary in order for the system to perform at optimum <br />' conditions Note ENSR did not induce a vacuum on any of the SVE wells connected to the <br /> SVE system <br /> 4 A file review was conducted at the RWQCB on July 14, 2004 <br />' 5 ENSR reduced the air flow to the AS wells located north side of Robinhood Drive and <br /> increased the air flow wells on the south side of Robinhood Drive as outlined in ENSR's <br /> work plan dated June 14, 2004 <br /> 6 ENSR modified the AS wells with ports for measuring pressure and flow rate on <br /> July 21 and July 22, 2004 and collected subsequent readings Well pressure and flow rates <br /> are included in Table 3 <br />' Results of ENSRs Efforts to Cease Plume Movement <br /> 1 AS system has operated continuously since June 14, 2004 The AS system is operated in <br />' pulse operation mode <br /> 2 Since ENSR submitted a letter to the SJVAPCD requesting that the SVE system be <br /> permitted to operate, ENSR corresponded with the SJVAPCD in a telephone conversation <br />' on July 20, 2004 The SJVAPCD informed ENSR that since the permit has expired, an <br /> application to run the system along with a corresponding fee must be submitted in order to <br /> have the SVE system properly permitted ENSR re-submitted the necessary paperwork and <br /> fees to the SJVAPCD on July 27, 2004 ENSR spoke with Mr James Harader of the <br /> SJVAPCD Mr Harader informed ENSR that the SJVAPCD received ENSR's application <br /> and fee, and would issue ENSR a permit to operate within 30-days pending the results of a <br /> e Health Risk Assessment <br /> 3 Since ENSR personnel visited the site on June 15, 2004 in order to inspect the SVE system, <br /> ENSR has been in correspondence with the manufacturer of the SVE system—Baker <br />' Furnace, Inc , and will have a major service will be performed on the SVE system prior to <br /> initiating full operation of the system <br /> 4 Elevated concentrations of dissolved oxygen were observed during the third quarter 2004 <br /> monitoring and sampling event <br /> a5 Additional ports will allow ENSR to optimize the system more effectively without adding a <br /> • shut-off valve to the AS line going under Robinhood Drive <br />' J IProiects10594015098 293TinaAReports15096 Well Results Report doc <br />' CvWr 30 Vuars of�xrP1JPi7ce w Enynonmenta!Service- <br />
