Spill Prevention Control and Countermeasure Plan <br /> Food Express, Inc. <br /> 1250 Madruga Road <br /> FOOD EXPRESS, INC. Lathrop, California 95330 <br /> May 2020 <br /> Page 7 <br /> aboveground storage tank (AST), one shop building, unoccupied parts storage containers, and <br /> truck parking on this site. <br /> The facility has normal operating hours of 6am to 6pm weekdays and closed weekends. All gates <br /> are closed and locked when the facility is not operating. If truck or other vehicle access is needed <br /> after hours, the gates are opened to allow temporary vehicle access then closed again <br /> immediately to prevent unauthorized access. <br /> 2.3. FACILITY OIL STORAGE [40 CFR §112.7(A)(3)(I)]: <br /> Only aboveground containers 55 gallons or greater with contents classified as 'oil" as previously <br /> defined are listed in the tables since the SPCC regulations only require containers of that capacity <br /> to be addressed. Figure 3 shows the facility layout with all the Material Storage Areas (MSAs) <br /> identified. MSAs are areas that are designated and equipped to store oil. The table below <br /> identifies the designated MSAs at the facility. <br /> MSA Name General Contents of the MSA Figure <br /> MSA01 Fueling Island Fueling Island, containing diesel fuel in 3.1 <br /> AST01. <br /> MSA02 Shop Building Bulk oil storage tanks containing new 3.2 <br /> and used motor oil <br /> Selected photographs obtained from the facility are included as Appendix B. <br /> The total aboveground capacity of all oil storage containers at this facility is approximately 12,536 <br /> gallons with all 12,536 gallons of the oil in bulk storage containers. There are additional portable <br /> containers at the facility but their capacity is less than 55 gallons so they were not included in this <br /> SPCC. There is no oil in oil-filled operational equipment of sufficient size at this site to be included <br /> in this SPCC. <br /> Table 1 identifies the various bulk oil containers stored on site. <br /> There are no Underground Storage Tanks (USTs) located at this facility. USTs storing oil subject <br /> to federal regulations under 40 CFR § 280 or a state approved program under 40 CFR § 281 are <br /> exempt from the SPCC regulations other than denoting their location on the Facility Site Plan. <br /> USTs not subject to the aforementioned regulations are subject to the SPCC regulations. <br /> 2.4. DISCHARGE PREVENTION MEASURES [40 CFR§1 12.7(A)(3)(11)]: <br /> A list of the discharge prevention measures incorporated into the oil storage and conveyance <br /> piping are included in Table 2. Procedures for routine oil transfers are provided in Appendix C of <br /> this Plan. Since preventing stormwater contamination is the one of the objectives of this plan, oil <br /> replenishment deliveries should not be scheduled when storm events are highly probable. Since <br /> accidents are more probable during darkness, scheduling replenishment deliveries should be <br /> restricted to daylight hours. <br /> =ATC Page 7 <br />
