Lathrop, California 95330 <br /> dEb du May 2020 <br /> Page 15 <br /> These oil removals or deliveries are not accomplished by the use of loading/unloading racks and <br /> there are no loading/unloading racks on site. If the tanker truck has a leak or spill during oil <br /> replenishment, the released oil would flow onto the ground and into the storm water management <br /> system. <br /> Since preventing storm water contamination is the one of the objectives of this SPCC, oil <br /> replenishment deliveries should not be scheduled when rain or precipitation generating events <br /> are highly probable, or during darkness, since accidents are more probable during darkness. <br /> The contents of a typical spill kit are included in Appendix H. <br /> 8.2. DISCONNECTION OF TRANSFER LINES [40 CFR§112.7(H)(2)] <br /> Warning signs and/or wheel chocks must be used in the loading and/or unloading areas to prevent <br /> vehicles from departing before complete disconnection of flexible or fixed transfer lines. <br /> An emergency pump shut-off is utilized if a pump hose breaks while fueling the AST(s). Tanker <br /> truck loading and unloading procedures are to be posted at the loading and unloading area. The <br /> tanker truck loading/unloading procedures in Appendix C must be posted at the loading and <br /> unloading areas. <br /> 8.3. LOWERMOST DRAIN AND OUTLETS [40 CFR§112.7(H)(3)]: <br /> Prior to filling and departure of any container truck, the lowermost drain and all outlets must be <br /> closely inspected for discharges and, if necessary, the drain and/or outlets shall be tightened, <br /> adjusted, or replaced to prevent a discharge while in transit. <br /> 9.0 BRITTLE FRACTURE EVALUATION [40 CFR §112.7(1)]: <br /> ASTs undergoing repair, alteration, or reconstruction must be visually inspected. All of the oil <br /> storage containers at the facility are shop-fabricated steel tanks. Since there are no field- <br /> constructed oil containers, the requirements under 40 CFR §112.7(1) are not applicable for brittle <br /> fracture evaluation. <br /> =ATC Page 15 <br />
