OIL TRANSFER PROCEDURE <br /> Transferring of oil to/from a container presents the highest level of interaction between the <br /> oil storage containers and facility or contractor personnel. Since there is a higher <br /> probability for discharges to occur during oil transfers, the following discharge prevention <br /> procedures are utilized: <br /> Prior to Transfer <br /> • Evaluate contractors retained to transfer oil at this facility for their responsibility <br /> for oil discharge prevention and, if necessary, oil discharge response during <br /> such transfers; [Best Management Practice] <br /> • Ensure a copy of this oil transfer procedure is posted within the oil transfer <br /> area. Immediately prior to each oil transfer event, review this procedure with <br /> both internal personnel and contractor personnel to ensure each individual <br /> understands the procedure and their individual roles; [Best Management <br /> Practice] <br /> • Secure oil transfer area from passing pedestrian and vehicle traffic by <br /> cordoning-off with traffic cones, ropes, caution tape, and/or practical means; <br /> [Best Management Practice] <br /> • Ensure the available volume of the container is greater than the amount of oil <br /> that will be transferred to the container using actual real-time container ullage <br /> values; [Best Management Practice] <br /> • No smoking is allowed within 25 feet of an oil storage or transfer area during <br /> transfers; [49 CFR § 177.834 (c)] <br /> • Ensure no fire, open flames or welding is performed or planned to be <br /> performed within 25 feet of an oil storage and transfer area; [49 CFR§ 177.834 <br /> (d)] <br /> • Any vehicle that is transferring oil must be secured in place by application of <br /> the hand brake and use of wheel chocks; [49 CFR § 177.834 (e)] <br /> • Install signs in oil transfer areas to warn transfer personnel not to move oil <br /> transfer vehicles until all transfer lines have been completely disconnected; [40 <br /> CFR § 112.7 (h)(2)] <br /> • Ground and bond all oil transfer equipment to prevent the discharge of static <br /> electricity generated within the oil transfer line prior to and during oil transfer; <br /> [49 CFR § 177.837 (b)] <br /> • Oil transfer will not be scheduled or performed occur during precipitation <br /> events, unless emergency condition exists; [Best Management Practice] <br /> • Oil spill kits should be pre-staged for maximum effectiveness; [Best <br /> Management Practice] <br /> • Nearby drains should be covered and potential flow paths blocked to prevent <br /> off-site oil flow in the event of a release.
