What is required by the SPCC Regulation? (Continued)
o Secondary containment must be sized to hold 110% of the largest container within
the area. (EXAMPLE: Secondary containment for three tanks stored outdoors,
having a capacity of 200, 150, and 500 gallons respectively, would need a
containment capacity of 550 gallons because the largest container is 500 gallons
with 10% added for stormwater capacity.)
• Spill kits are to be located at each fuel and oil storage area.
o Spill kits can be purchased (provided as a courtesy;, not an endorsement)
• New Pig Corporation (http://www.newpig.com/ or (1-800-468-4647); or
• Grainger http://www.grainger.com/ or (1-800-472-4643); or
o Spill kits can also be made using a larger container (garbage can or drum
overpack drum) that is filled halfway with absorbent, the remaining space filled
with booms, pillows and pads and labeled "SPILL KIT'.
o Ensure that these spill kits are kept fully stocked at all times.
o Only use the kit during a spill. Using the spill kit for minor leaks will deplete the kit
for when you may actually need to use it.
• Mandatory periodic container inspections need to occur using the forms included in your
Plan.
o Ensure that the fuel/oil storage containers are in good condition.
o Check to ensure that all hoses and dispensers are properly working.
• Annual training needs to occur. (Purpose of this training)
How to Prepare for and Prevent a Spill
• Identify oil storage containers and related activities that could cause a spill. Some
examples include:
o Storage tanks and other containers (totes, drums, etc.)for oils and fuel
o The transferring of product to container
o The location of container with respect to traffic (collision protection may be
needed)
o Condition of container
o Pumped or pressurized oil dispensing units
• Discuss procedures that your location can take to reduce spills
o For example, a designated facility employee must be present for the filling of
above ground storage tanks.
o Periodic inspection deficiencies need to be resolved of immediately. If someone
identifies a malfunctioning dispenser or a leak from a tank at any time, notify the
Spill Coordinator or their alternate immediately so that it can be fixed.
How to Prevent and Prepare for a Spill
• Identify and evaluate the most likely spill direction and pathway for each piece of
equipment/activity that could cause a spill.
• Locate drain inlets and water courses that could be affected
• Identify where each spill kit and appropriate personal protective equipment (PPE) is
located.
